Emergency Response Programme

The Emergency Response Programme is one of the core programmes implemented by AlFajr Palestinian Youth Association (FPYA). It aims to deliver a rapid and coordinated humanitarian response that addresses the urgent needs of crisis-affected and displaced populations across the Gaza Strip while safeguarding their safety, dignity, and well-being during emergencies.

The programme is guided by continuous field-based needs assessments and the identification of the most affected communities and vulnerable groups. Interventions are coordinated with relevant authorities, local and international humanitarian organizations, and humanitarian clusters. Through this programme, FPYA seeks to ensure that assistance reaches the most vulnerable families in accordance with the principles of fairness, transparency, accountability, and non-discrimination.

The programme’s interventions include providing emergency shelter and essential supplies, distributing food parcels, hot meals, bread, and safe drinking water, as well as supplying hygiene items, dignity kits, blankets, clothing, and other non-food items. The programme also encompasses establishing and equipping shelter sites, removing debris and levelling land, improving water, sanitation, hygiene, and waste-management services, supporting education in emergencies, and providing protection, psychosocial support, and referral services.

The programme gives particular priority to displaced and crisis-affected families, female-headed households, children, older persons, persons with disabilities, people with health conditions, and other groups at heightened risk. It also takes into consideration protection needs, privacy, inclusion, and equitable access to services.

FPYA implements the programme through qualified field teams and an extensive network of volunteers, supported by monitoring, evaluation, and information-management systems, as well as safe and accessible feedback and complaints mechanisms. The Association is committed to protection standards, the prevention of sexual exploitation and abuse, the safety of beneficiaries and personnel, and the quality and accountability of humanitarian interventions.

Through coordination and partnership with local and international organizations, United Nations agencies, and other relevant stakeholders, AlFajr Palestinian Youth Association continues to strengthen and expand its Emergency Response Programme. These efforts contribute to saving lives, alleviating human suffering, strengthening the resilience of affected communities, and supporting their gradual transition from emergency relief to early recovery.
