Introduction:
Al Fajr Palestinian Youth Association is a non-governmental, non-profit charitable organization licensed by the Palestinian Authority in 2002 under registration number 7230, operating in the Gaza Strip. The association was established to contribute to providing essential services and care, particularly for youth, women, and children, as well as all segments of society in general. The association has been operating under an emergency plan since the start of the war on the Gaza Strip on 09/10/2023, targeting citizens across the Gaza Strip. The association has secured funding from MECA to supply a 5 kW lithium battery, and to perform maintenance and relocation of a water purification unit in Khan Younis Governorate.
Special Tender Conditions:
Bids must be submitted in a sealed envelope, accompanied by a valid commercial registration, a merchant profession certificate from the Chamber of Commerce, a copy of a tax invoice, an official receipt voucher, and a bank notice confirming that the company’s bank account is active during August 2026. Any bid missing any of the required documents will be disqualified.
The winning bidder is obligated to supply, deliver, and install the required quantities at the project site located in Al-Satar Al-Gharbi.
The winning bidder is required to provide an official tax invoice and receipt voucher.
Payment will be processed via bank transfer by the association within 30 days starting from the date of final delivery, transportation, installation, and operation.
The bank transfer must be issued in the name of the company or one of its board members/partners, provided proof of membership and an official authorization letter signed and stamped by the company are submitted.
Upon delivery, any item that does not meet the technical specifications will be rejected by the association's project coordinator, and the company is required to replace it without any liability to the association. The winning bidder bears full legal responsibility for any defects, discrepancies, or substandard quality.
Quantities are subject to an increase or decrease of up to 25%.
Tender documents can be collected on Saturday, Sunday, and Monday (01, 02, and 03 August 2026) from the association’s headquarters located in Mawasi Khan Younis, opposite Al-Qarara Port (Al-Ibtisama Hall), during official working hours from 8:00 AM to 2:00 PM.
Inquiries will be accepted on Saturday, Sunday, and Monday (01, 02, and 03 August 2026) by calling 0593033316 or by visiting the association’s office during official working hours.
The deadline for submitting the tender dossier in a sealed envelope is Tuesday, 04/08/2026, at 2:00 PM.
Envelope opening and tender award will take place on Wednesday, 05/08/2026, at 11:00 AM at the association’s headquarters, in the presence of a representative from each bidding company, a representative from the donor, and a representative from the association.
The awarded company is bound to supply at the offered price regardless of local market price fluctuations (increases or decreases); delivery must be completed within two weeks of contract signing.
The association is not bound to accept the lowest bid.
The tender document fee is 100 ILS (non-refundable).
The bidding company must stamp all pages of the tender submission.
In the event of termination of the agreement with the donor or due to any other force majeure event, the association reserves the right to cancel the agreement at any stage—even if supply has commenced—without incurring any liabilities or obligations.
