Al-Fajr Palestinian Youth Association is a non-governmental, charitable, and non-profit organization licensed by the Palestinian Authority since 2002 under Registration No. 7230, operating in the Gaza Strip. The Association was established to provide essential services and due care, with a particular focus on youth, women, and children, as well as all segments of society at large. Since the onset of the war on the Gaza Strip on October 9, 2023, the Association has been operating under an emergency response plan targeting citizens across the Gaza Strip.
The Association has secured funding from the Langta Songta Relief Foundation for the supply of five (5) solar panels (320-watt capacity) in Khan Yunis Governorate.
Special Terms and Conditions:
1. Bids must be submitted in a sealed envelope, accompanied by a valid commercial registration certificate, a valid merchant profession certificate issued by the Chamber of Commerce, a sample tax invoice, a sample receipt voucher, and a bank statement proving that the company's account has been active during July 2026. Please note that any bid with missing documentation will be strictly disqualified.
2. The winning bidder shall be fully committed to supplying, delivering, and installing the requested quantities to the designated implementation site located in Al-Satar Al-Gharbi.
3. The winning bidder is strictly obligated to provide a formal tax invoice and a receipt voucher.
4. Payment shall be processed via bank transfer by the Association within a maximum period of thirty (30) days, starting from the date of completion of the supply, delivery, installation, and commissioning processes.
5. The bank transfer shall be executed either to the company’s corporate name or to one of its members, provided that proof of membership and an official, signed, and stamped authorization (power of attorney) from the company are submitted.
6. Upon delivery, any item found non-compliant with the technical specifications will be rejected by the Association’s Project Coordinator. The company shall be obligated to replace the rejected items without any liability to the Association. The winning bidder shall bear full legal liability for any defects, discrepancies, or manipulation in the items or their quality.
7. The requested quantities are subject to an increase or decrease of up to 25%.
8. Bidding documents can be collected on Monday and Tuesday, July 6–7, 2026, from the Association’s headquarters located in Al-Mawasi, Khan Yunis (opposite Al-Qarara Port, Al-Ibtisamah Hall), during official working hours from 08:00 AM to 02:00 PM.
9. Queries and clarifications will be received on Monday and Tuesday, July 6–7, 2026, either by calling 0593033316 or by visiting the Association’s headquarters during official working hours.
10. The deadline for submitting bidding documents in sealed envelopes is Tuesday, July 7, 2026, at 02:00 PM.
11. Bid opening will take place on Wednesday, July 8, 2026, at 11:00 AM at the Association's headquarters, in the presence of an authorized representative from each bidding company, a representative of the donor, and a representative of the Association.
12. The winning company is bound by the delivery within the offer period, regardless of price fluctuations (increases or decreases) in the local market. Supply and delivery must be completed within two weeks from the date of contract signing.
13. The Association is not bound to accept the lowest-priced bid.
14. The fee for the bidding document booklet is 100 ILS (Israeli New Shekel), which is strictly non-refundable.
15. The bidding company is strictly required to sign and stamp every single page of the tender document.
Important Notice: In the event of termination of the agreement with the donor, or due to any other force majeure event, the Association reserves the right to cancel the agreement at any stage—even if delivery has already commenced—without incurring any financial, legal, or administrative obligations.
